The Re-Entry Certificate is expressly declared by the Parish of Jefferson to be a pure and absolute revocable privilege and not a right, property or otherwise, under the Constitution of the United States or of the State of Louisiana. The Parish declares that no holder of any re-entry certificate acquires any vested interest or right therein or thereunder. The Parish further declares that the terms of the Jefferson Parish Evacuation Plan are subject to change without notice by local, state or federal authorities as the circumstances of the emergency or disaster may warrant.
The Holder of a Re-Entry Certificate agrees that the Holder will only re-enter the Parish of Jefferson when the Tier Category for Holder’s Re-Entry Certificate is implemented. The Holder of a Re-Entry Certificate agrees that at all times the Holder is subject to all orders, commands, and directives of local, state, and federal authorities during the disaster or emergency declared pursuant to La. R.S. 29:721 et seq., notwithstanding any provision of the Jefferson Parish Evacuation Plan or written provision contained on the Re-Entry Certificate.
The holder of the Re-Entry Certificate expressly agrees and acknowledges that a disaster or emergency has been declared, pursuant to La. R.S. 29:721 et seq., and conditions exist that seriously or critically imperil or endanger the lives of those in a defined area. Government officials have strongly urged and ordered all persons in designated evacuation areas to relocate to safer locations for their own safety; all public services have been suspended and those re-entering should not expect rescue or other lifesaving assistance, and re-enter at their own risk.
The Holder of the Re-Entry Certificate acknowledges and agrees that in accordance with La. R.S. 29:735 and other applicable laws, the Parish of Jefferson and its special districts are not responsible for any injuries or damages that the Holder of the Re-Entry Certificate may sustain by the use of the certificate and/or re-entry into the evacuated areas and agrees to acquit and forever discharge the Parish of Jefferson, its special districts and the Jefferson Parish President, Jefferson Parish Council, and any Parish directors, employees, agents, servants, successors, individually and in their capacity as public officials, and all other persons, firms, corporations, associations or partnerships for whose acts and/or omissions of any said parties the Parish of Jefferson might be responsible, from any and all claim, demands, actions, and causes of action, rights, damages, costs, compensation, medical payments, court costs, property damage, bodily and personal injuries, attorney’s fees, penalties, interest, expenses and loss of any and every kind whatsoever, whether or not of the kind enumerated, whether or not directly or indirectly sustained or suffered by the holder of this certificate on account of, or in any way growing out of, including any and all known and unknown, foreseen and unforeseen bodily and personal injuries and property damage and the consequences therefore which resulted or may result from, an accident, casualty or event occurring from or in any way related to the utilization of this re-entry certificate and/or re-entry into the evacuated areas.
Placard-holders assume responsibility for the security of their placards at all times and should NOT distribute placards to employees until after the Parish President has declared a State of Emergency. Distribution of placards prior to a declared State of Emergency constitutes a violation of the Re-Entry Placard Policy and could result in revocation and/or cancellation of placards.
If a placard is lost/ stolen and a replacement placard is needed:
1. The representative of the business that applied for and received the placard must submit a notarized request on company letterhead for a replacement, stating: a) the circumstances under which the placard was lost/stolen, b) the security where the placard was stored, c) how the replacement will be secured to prevent further loss, and d) the signature of the individual or senior business manager (CEO, COO, president, business owner, etc.) who is the designated point-of-contact in the JumpStart Jefferson System.

2. A $100 per-placard replacement fee must be paid by the business/individual before a replacement placard will be provided. Checks should be made payable to Jefferson Parish Pooled Cash and must accompany the request.
3. The parish will send a reminder of this policy via email to the email address(es) in the placard applications annually at the beginning of hurricane season.
4. This policy applies prospectively from its adoption date for all new placard holders, April 22, 2009.
